The D3000 need ACR version 5.5 or newer.

Elements 10 is shipped with ACR version 5.6.1

You won't have any trouble using PSE 10's ACR to process your RAW files.

These instructions for using the ACR are a little old but still good.

You won't be shooting RAW video footage. In fact, the only information I could find re the D3000's video capabilities were 2 out of 4 sites that mentioned a choice between NTSC and PAL. The Nikon D3000 site didn't have any info on video. You can assume that whatever file types your camera produces can be used in Adobe Premiere Elements. If not, you can easily convert them.

This is so funny you ask this, someone else asked the same question earlier today.

If you're looking to spend money to enhance your photo editing, why don't you use gimp and UFRaw for free, and spend that money on a Wacom tablet? Gimp and Ufraw collectively can do more than photoshop elemrnts, and in my opinion are much better once you learn how to use gimp. Wacom tablets make photo editing much easier (and more fun!)

If you're looking for Wacom tablets for gimp check out this page; I have compiled a list of my favorite Wacom tablets here:
