How to make the color picture more brighter and radiant for nikon d3000?

Based upon those two facts, the answer is neither or both.
While there's a feature in the Nikon D3000 menu that allows the user to shoot in what is called "vivid" colour, it is NOT recommended since once the JPEG is processed that way, there's no recourse.
Better to just shoot in RAW and use Lightroom 3 to process those files making any changes there. This preserves the original image file, the RAW file and gives the shooter the option to later re-process the image differently.
Both, settings and light. You base the settings on the light. Shoot under well lighted conditions, use the lowest possible ISO and mind your settings. Increase EV a bit to make the picture a tad brighter. Radiance again is dependent on the quality of light.
