How do I change the shutter speed on my nikon d90?

On any of the auto settings, you can either go to menu or set on the screen the ISO. There should be a screen when the camera is on an auto setting where you can adjust:

If it is on a manual setting, you have to go to the menu, and there you can change the white balance and ISO manually.

You can tinker with the shutter speed a few ways:
Mode: M
Command dial (rear of camera) controls speed. Sub-command dial (front of camera) controls aperture

Mode: S
Command dial controls speed. Aperture set automatically. Sub-command dial and exposure compensation button can be used to bias the camera's aperture setting.

Mode: A
Command dial controls aperture. Speed set automatically. Changing the aperture will influence the camera's choice of speed. Sub-command dial and exposure compensation button can be used to bias the camera's speed setting.

Mode: P
Camera automatically chooses the aperture and speed. By default it tends to favor the widest aperture that can be properly exposed. It will pick a smaller aperture if the scene is so bright that it would be overexposed at the fastest shutter speed. The Command dial can be used to shift it to a smaller aperture, which will make the camera pick a slower speed. Command dial and exposure compensation button can be used to bias the camera's speed setting.

Flash: By default the camera usually selects 1/60th sec in low light in A or P mode. It will pick a faster speed up to 1/200th sec in bright light. If you select slow synchro mode it will choose slower speeds based on available light metering.
In M or S mode you can select shutter speed up to 1/200th sec in regular flash mode. If you go into the menu and choose FP sync you can use higher speeds with flash (but the flash won't be very powerful).
