Yes i did read the maunal but i'm not used to these and its hard for me to understand. I'm more of a hands on learing with lots of explaining. I want to take long exposure pictures but i don't know how to change the shutter speed? And the f stop so i can take bokeh pictures? Please and thank you!

You can't just take DOF photos by changing the f/stop - the lighting must be correct as well.
Read the manual again. Sit down with the camera in your lap and do your homework. Details are there… Just pay attention.

It is really not hard at all, you just have to be on S, P, or M mode and you get it

read your manual and possibly another book called "understanding exposure"

The D3100 comes with a manual, a quick start guide and a guide mode on the camera. If that fails nikon has http://www.nikondigitutor.com/eng/d3100/index.html

All that is aimed at getting everyone, including the intellectually challenged, photographing with minimal brain activity. If despite all this you still fail to grasp the basics I'd say return in at get something cute, pink and automatic.

Read a basic photography manual, not just the users manual. Users manuals teach you how to use this particular camera. Photography manuals teach you about photography. The main problem is that you don't understand basic photography. A photography class would also be useful if you consider yourself a hands-on learner.

This is the proper way to become a photographer. There aren't really any valid short-cuts.

I had the same problem but finally figured it out. If you are in M (manual mode) you can use the command dial to change the shutter speed. The command dial is the dial that is in the top right corner on the back of the camera. There are no pictures or words next to the dial. To change the aperture you need to press down the aperture button and turn the command dial at the same time. The aperture button is on the top of the camera near the shutter release button. It has a +/- sign by it and a lense shutter picture.
