During the day time, use the fastest shutter speed that your aperture will allow. Set your ISO to at least 400 so that you can have a faster shutter speed. Experiment with higher ISO values so that you can use the highest without digital noise becoming objectionable in your images.

Night time, you're out of luck, unless you want images of streaked light. Your exposures will have to be too long in order to compensate for the lower light level. If you want to make a go of it and the train is not vibrating too much, try propping the camera on the window frame or an item of clothing between the camera an the frame (to reduce vibrations). Propping on the frame will reduce your hand shaking.

If your lens is a VR lens, turn this feature on in both situations. If you're panning, however, turn it off.

Fortunately the Nikon d7000 allows excellent ISO noise sensitivity ratings. Therefore, use a high speed lens with a wide open aperture and you can easily bump your ISO up to 2000 without seeing visible noise. Use at least a shutter speed of 1/400 of a second.

The best setting would be to set the mode to S and sound the back dial near your thumb until the shutter speed says 400 or higher. Then hold the ISO button next to the screen on the left hand side and spin the same wheel again to adjust the ISO. Take a bunch of pictures, adjusting the ISO until the photo looks bright enough.

Set your camera shutter priority, set the shutter about 1/1000

for get trying to do this at night unless you want an abstract picture of streaked lights

Understand how your camera works. You need to give it time to lock autofocus before it will let you take a photograph. Secondly you need to keep the shutter speed reasonably fast. As a rule the nearer the subject is the faster the shutter speed needs to be.
