I bet you could go to Nikon's website and find out all about it. You might even find this statement:
Full 1080p HD Cinematic Video with full-time autofocus and sound

If this camcorder is full time automatic, I pity any owner of it. The best thing you can do for any video shoot is to shut the auto or easy functions off and learn how to focus a camcorder.

Focus tip - set camcorder on a tripod or firm surface. Find something far away ( I use a Post it Note, on far wall above light switch) then zoom in on this object, all the way. Focus your camcorder on this object. Now return you camcorder to normal zoom, show the big picture. Now, if you do not turn the camcorder off, it will be in focus from the distance away your focus object was to the camcorder lens, at any zoom ( say your focus object was 15 feet, everything up to 15 feet will be in focus, anything beyond that 15 feet is not.)

While I agree with Angie and Palladin, they did not answer your question.

The short answer to your questions is "No", the Nikon D3100 Digital SLR camera DOES NOT take pictures in HD format.

If by "HD format" you mean in "high definition video resolution", I certainly hope not. In "full HD" mode, that is 1940 vertical columns and 1080 horizontal rows of video image. 1940 x 1080 = ~ 2 megapixels.

I *think* the D3100 is capable of much higher digital still image resolution… According to the camera specs, it can get 14 megapixel stills.

If by "take pictures in HD format" you mean if the camera captures stills using AVCHD compression or h.264/AVC video compression, no it does not do that either. Stills are captured as NEF (RAW) or JPEG still image file formats. Video is captured as a high definition h.264 MOV MPEG4 files.
