Yes, but I would think that the SB700 would be a better choice.
The SB900 is fine if you intend to use the CLS - Creative Lighting System on cameras like the D300 or D3/D4

Yes, but the D40 does not have a CLS remote commander mode, so you can't use it wirelessly (and neither can the SB700), unless you also buy a SU-800.
But if you just use the flash on the camera's hot shoe, it will work fine (or use a 3rd party set of pocket triggers, etc).
