Can I manually select the Shutter Speed on a Nikon D3100/D5100?

I'm planning on buying either a Nikon D3100 or a D5100 depending on my budget
I've never used a DSLR before (I've always used a Point and Shoot)
I was wondering about how much manual control cameras like these offer
Can I manually Control the Shutter Speed and the Aperture and the ISO and the White Balance and Manual Focus and take a picture
I've heard of shooting modes like "Manual" "Shutter Priority" "Aperture Priority" and always wondered if that meant that I could only select one setting for each shot while the cam automatically selects the other
I really hope that this isn't the case
I know this sort of a N00b question but have really been wondering about this

With those cameras, you can change pretty much everything to your liking

manual is where you have full control

shutter priority is where you choose the shutter speed, and the camera chooses the aperture to make a correct exposure
aperture priority is the opposite

I suggest that you spend some time learning about photography before spending 500+ dollars on a DSLR.

This camera u mentioned is a DSLR. You can the change the shutter speed in a DSLR.

Hm, actually one of the more intelligent and better worded n00b questions.

1. Aperture priority: you set the aperture, the camera choses shutter speed
2. Shutter priority, you set the shutter speed and the camera choses the aperture.
3.manual. You can set either. (the mode in which clueless newbies end up with drastically under or over exposed pictures.

You can always control the iso and the white balance. The latter only affects the colours, not the exposure.
