Buy t3i now or wait for t4i?

I currently own a Nikon D5000 and it is good for photography. I'm getting into film so i would like to purchase a DSLR from the T series as a starter. I'm not desperate for a new camera at this moment since i have my D5000

Hold on, need to clear up a few things:
"t" series Canon Rebels are not film cameras.
You already have a Nikon DSLR that you're familiar with, so why switch brands at this point?
You may only have DX lenses for your D5000, and these won't fit on a Nikon film camera but FX AF-S lenses will be compatible with both. Should you choose a Nikon film camera, be sure to get FX AF-S lenses from now on so they'll be compatible with both bodies.

I think he may mean "filming" instead of "film." In which case, I would wait for the t4i or get a GH2.
I don't expect t4i to improve much over the t3i, but I (unfoundedly) hope it will have longer recording length and better heat management like the new 5D Mark III. If that doesn't appeal to you though, and you want a Canon - go with the t3i. Magic Lantern's firmware add-on already works on it.
Since you already have a good still camera with your D5000, I would consider a used Panasonic Lumix GH1 or GH2 instead of a Canon. The Canon series is great for low light and cinema lens choices. But if you're not likely to rent/buy high-end lenses and make "productions," a Lumix has much better "real world" performance.
