Shoud i buy this for my 2nd DSLR?
I have Nikon D60 a half year and i learn everything about how to understand my DSLR and shooting in Manual mode. And now i whant new DSLR with more AF points, more Mega pixels etc. With the budget that i have, the most expensive that i can to buy is Nikon D3200 with 18-55mm VR and 55-200mm VR lens. Shoud i buy that one or something else?

If you are looking at UPDATING your camera - yes the D3200 would be fine. If you are looking at UPGRADING, then look to a D7000/D7100.
However, the best bang-for-the-buck is to upgrade your lenses first before buying another body.
Highly consider the Sigma 17-50mm f/2.8 to replace your D60's kit lens. You will perhaps get more of an improvement out of a new lens than a new camera.
Another option is since you already have the lens, consider a refurbished camera without a lens, such as this D5200, which is less than $500.

I have several Nikon refurbished lenses, and they all looked new when I got them. As long as you buy Nikon Factory refurbished, you will get a 90 day warranty and a nice lens (avoid store or owner refurbished - you don't know what you will get).

If you can afford the D3200, go for it. It's far more updated than the D60.
You'd be better off paying for lessons in English and Photography.
I would invest in more lenses to cover areas such bringing in distance objects use a 50-200 (or 300)mm lens.
A Macro lens for close-ups flowers, coins, other small objects. A 50mm or 100mm for portraits. Why the extra camera body? You don't mention the specific need. It makes me wonder if the new camera has a " paint job and slick hub caps" that is drawing your attention rather than the lenses your need to own a DSLR camera for all occasions.
Why do you need more autofocus points? They just get in the way. I use just the central point, focus with that, lock focus, reframe and shoot. Too many points just get in the way and while you faff around deciding which point(s) to use for a particular shot it is quicker to use my method.
More megapixels? You are a big boy now with a big boy's camera and should understand that the quest for more megapixels is pointless. My DSLR has 12MP. More than enough!
Spend your money on upgrading your lenses.
The D3200 has much more advanced sensor than D60. But in contrast with D60 I recommend you to buy… YOUR FIRST FULL-FRAME CAMERA. Think of D700. It will be a great experience but you'll have to get fullframe lenses for it somewhere.
