Your camera might have the ability to adjust the aperture in 1/2 or 1/3 stop increments. If it's set to adjust the aperture in 1/2 stop increments, then you won't have f/9 as an option.
I think Frank may have it. If set to 1/2 you can go from f8 to f9.5 to f11. If set to 1/3 you can go from f8 to f9 to f10 to f11.
In the menu, go to:
Custom Setting Menu [pencil icon] --> b Metering/exposure --> b1 EV steps for exposure cntrl.
Sure be easier to answer IF we knew what lens you're using and whether or not you're using Aperture Priority or Shutter Priority or Manual Mode.
