Would it be reliable to buy this camera?

I wanna buy a dslr camera… I actually don't have much money and can't only give 450… The thing is that i saw a professional nikon camera on ebay with all the accessories, including a 28-80mm lens and a 70-300mm lens… And the charger, the bags, the tripod and everything else the only thing is that it has been previously used but in the description it says it is working and with zero defect…
my question is… Should i buy it or just get something that can't be that good but new? Suggestions will be accepted

No, that is not a good deal. The DSLR is ancient (11yrs old), and the lenses were low-end lenses from a long time ago.

If you want a decent Nikon DSLR, get this one (D3100 two lens kit $496):

Or if you can't absolutely go over $450, then this one:

But the thing is, the second lens is only $50, which is a huge discount, as this lens normally sells for $300'ish. So even though it is $50 more, the 2 lens kit is a much better deal.

$450 is enough for the cheapest dSLR, brand new.

You would be better off with brand new. You can never be sure with eBay. When buying secondhand dSLR's, avoid online. You have to inspect the camera thoroughly before you pay for it. You can't do that at eBay unless you arrange for a meetup which can only be possible if you find an item that is close enough to you.

The D100 is an oldie, and those are cheapo quality lenses. You can get better image quality on your budget with a new D3100 with 18-55mm VR kit lens.

As for AWBoater's link to the two lens kit, it looks sort of okay, but I think it is a bundle with surplus non-VR lenses.
