The second one is the better starter kit.

When buying a flashgun or tripod, you need to put as much care into the choice as you do with the camera. Those screw-on lenses are cr*p, and the money you save could go towards a better flash and tripod.

What matters here is camera, lens and a card, everything else is gravy.
