Where can I get a cheap and decent brand DSLR camera?
First of all, I wan't it to shoot video so it has to do that. Second, my budget is $250-$300. I really don't want to get a Fujifilm so try not to reply about that brand. Is there anywhere i can get a good, DSLR, video recording camera? Preferably Nikon, Canon, or Sony.
Fujifilm don't make DSLRs. Pentax do, but you'll be lucky to find even a used one for $300.
Find out what a DSLR actually IS, what they cost, and whether or not you really need one. Remember, whichever camera you buy, you can't buy the skill and experience to use it properly.
Search on Craigslist. You should be able to get some old/used DSLRs in that price range. Make sure about the video capability for the models that are available.
Good luck.

Not for that money. The least expensive that is worth having for video is the Canon t3i at about $600
Wal-Mart.
It seems that your name indicates that you are affiliated with a video production company, yet you do not seem to have much experience shooting video or you would already have a short list of cameras. And those cameras would certainly cost closer to $8,000, than $300
I think you need to take a step back and do some independent research so 1) you know what kind of equipment you need and 2) have a realistic idea of what that equipment will cost.
Start by looking on the websites of the camera brands you listed.
Next, after you have picked out two or three candidates, visit DXOmark website to see how well the sensor perform.
Finally, visit a proper camera shop and hold each camera in your hands. If the camera shop does not stock any of those brands or accessories for those brands, that is your first RED flag
I'm sure you can figure out what to do next
In www.craigslist.org ( MONTEREY, CA )--a BRAND NEW Sony 3000 sells for only $315! Its 20 megapixels of fantastic features!
Does Fujifilm still make a DSLR?
And if you are shooting video as a business you will need a proper camcorder, not a "still camera with video facility".
Even as a DSLR still camera, you are looking at second-hand at $300, and that is with simply the kit lens.
Are you really thinking about a "bridge camera" when you mention $300? For that money you will get a mid-range (not top-range) bridge camera, which will indeed have video included. Make sure you get one with "articulated screen".
Why do you want to get a camera designed for "stills" photography to shoot videos?
Buy a Video Camera or Camcorder… They are designed for the job.
I'm sorry but your budget for this type of expense does not fit. The DSLR camera and lens is the least of your expenditures. After you buy this DSLR how are you going to take close-ups of small objects like flowers, etc, that requires a marco lens. And first things first. That 18-55mm lens with most DSLR's just do not have enough magnification, so how are you going to bring in relatively distance shots? A 50-200mm perhaps? Now you have a need for a DSLR and 3 lenses! So how can you accomplish this with "budgets" in mind? You would be better off trying to find a Pentax X-5 camera. This is a "bridge" type camera. With a permanently attached zoom lens capable of macro close-ups to bringing distant scenes in close. THIS CAMERA IS DISCONTINUED! But that makes it a super deal. It sold for about $230.00 and now a few are left and being offered at $170.00 or less on amazon. I purchased one as quick grab and shoot camera, when I do not want to bring my DSLR and 5 lens gadget bag with me. This past weekend, I went to animal safari park and shoot some Mandian ducks among others. The pictures are so sharp, one I chnaged my computer background to one of these shots and two I made my first 16x20 in two years and it is sharp as a tack!
Now point two if you think you can get a good photo individual camera and a good camcorder for your budget or any amount of money you are mistaken. With my recommendation for a great "bridge" camera you will have say $150 to start saving for a decent video or camcorder ($200.00) and have the best of both worlds! And you will not have the sensor heat up problems with the video camera built into a DSLR.
Right now, this is the cheapest dSLR brand new.
