Will this lense, AF NIKKOR 28mm f/2.8D, fit a nikonD3000?

I'm not really sure if any of the nikon lenses will just fit any nikon really.

It will fit, but it won't autofocus. You can change aperture, and use metering. You need a D90 to be able to autofocus.

Yes, it will fit but it will not auto focus unless it is an AFs or AFi lens. Since the D3000 does not have a built in focus motor you need a lens that does. The D90 and above have a built in focus motor.
As far as a tripod goes look for something that can hold the heaviest lens you have or plan to purchase in the future. It is always good to go a little over. Plan on spending $100-$300 on a good one. There really isn't much need to go over that price.
