What does this mean?

I'm sorry, but I'm new to Photography and would like to know if this lens is image stabilized. Thanks so much. I would really appreciate it if you could take the time to help out.

A Japanese term that describes rendition of out-of-focus backgrounds and foregrounds

No. The lens shown in the Link is not image stabilized.
The property of image stabilization in Nikon is known as VR (Vibration Reduction). Most (telephoto) lenses from Nikon are available in two variants: VR and without VR.
Lenses having VR capability has "VR" marked on its body and is easy to identity.

No.
If it is image stabilized, it would have the suffix VR on the model (Vibration Reduction). You can also see that there's no switch on the lens to turn VR on or off; there's only a single switch for Auto/Manual focus.
Finally, there are two versions of this lens - one with VR, and one without. I used to own the VR version of this lens, but I gave it to my son when I bought the Nikon 80-200mm f/2.8. The VR version of this lens is longer.
