I'm looking for a camera around 200-450$ I 'd like a really good quality camera mainly for portraits and landscapes. I've heard nikon and canon were good but i'm not sure. I don't want it to be too bulky but if it's a good camera i won't mind as much. I also want to get a "fisheye" effect lens so i'd want one that has changeable lenses.

There are no new DSLR cameras you can get within your budget. If you up your budget by $50, you can get the Canon Rebel T3
if you up your budget by $100 you can get the Nikon D3100

a true fisheye lens will cost at least $300 after that

Go with a cannon. I started off with a nikon and could not stand the picture quality. Then I bought a cannon and the picture quality was 1, 000% better than the nikon. I don't know what the hell is with nikon, but their picture quality stank to high heaven.

You don't specify it has to be a new camera. For that budget I would recommend a used camera such as a Nikon D50 SLR with a 18-55mm lens which at the moment is $284 here: http://www.adorama.com/...85329.html of course an equivalent Canon or other top brand would also be fine. That would leave you with some change to get accessories. These cameras are capable of good quality pics. You could get a cheap and nasty add on to the front of the lens that gives a fisheye effect but not with good quality. A good fisheye lens either new or used would be out of your budget. You could also take a look through some photographic mags with reviews for a good bridge camera within your budget. You will probably get lots of people suggesting their own favourites soon on here.

I won't show the exact camera, but you shoud get a LCR camera. It's not as bulky as a DSLR, but has interchangable lenses like it. Plus, it's cheap.
