How would I take a picture/edit a picture like this?

I've been doing some photography with my Nikon recently, been doing it for a about a year or so on and off. I've taken a DSLR class, 2 od them, and another on flash and lighting.
I absolutely love this picture I'm going to show, and I want to learn how to make a picture like this.

This is a post production effect.

1) two identical images are shifted out of register and one image is assigned a red filter and the other a cyan filter. They are then merged together or,
2) two identical shots are made, one using a red filter and the second (after moving the camera about 2-1/2 inches to the right or left) through a cyan filter. This would be what is called a Anaglyph 3D image and provides a 3D image when viewed through special red/cyan glasses
