How to edit my pictures like this?

Its the picture of that person with the purple beanie, Don't mind the picture just how its edited.
I have a Nikon D5000(if that matters)

But how do I edit my pictures so that they look soft like that and have that tone(like what quality of the picture am I supposed to edit like brightness or contrast)

Shoot the photo with a narrow depth of field (low f-stop number).

In photoshop, create a duplicate layer, cut an oval or rounded square with a large amount of feather (30-75 pixels). Use a blur tool or filter, then adjust opacity for the desired effect.

Here are a few websites I'm sure will help. The kind of effect the picture you are looking at has some sort of cold-framing and vintage effect. I think you can achieve this by changing the tint and saturation.
