How to achieve this effect using a nikon dslr?

I would like to achieve this kind of affect in a photo using my nikon dslr or photoshop

You can only do that with Cannon.

It's done in post processing. Any camera can take the shot.

Do not blind yourself looking at the sun. That said, shoot with manual exposure, ISO set at 800 to start to get "noise" in the image, set lens at 16, shutter speed at 1000 and you will over expose about one the sun and should get close to the burned out look. Then you can play with the image later to tweek it in photoshop.
