How to take pictures that look like they're underwater without going underwater?
I was wondering if there was any way, not with a waterproof camera. I was hoping to just use my Nikon camera and edit in photoshop but be able to get a picture with an underwater feel.

If you have a small subject, try using a big glass or clear glass jar and fill it with water. A thin glass would be better. Then put your subject behind the glass and try shooting and see if the photos have an underwater feel.
Also make sure to wipe the glass well so that dirt or fingerprints won't show up on the pictures.

Maybe but I bet you'll go crazy making hair spread out like it does underwater.
You could use a fish tank put camera in that and use remote control to use shutter, just don;t let the water go over the top of the tank

You can't.
It just will never look the same, water does something to light that makes it reflect from the subject differently.
One thing I have seen is shooting a portrait by having the models head inside a fish tank full of water so that their head is underwater and the camera is not. Obviously make sure you don't get any glare on the glass and clean the tank first.
