Nikkor is the standard designation for Nikon's lens lines. In the old days, for camera bodies, the name Nikon was only used on the high-end ones. The cheaper "consumer grade" ones were called Nikkormat. For lenses, it was Nikkor vs. Nikon lenses. Today, there are all sorts of lower-end bodies and lenses with the Nikon and Nikkor names, respectively.
As for the ISO difference between the D90 and the D300 you can take a look at this great wepage about it here, there's examples where you can really see for yourself.

There's no difference. Nikkor is the brand name for Nikon lenses. There's little difference between noise at the same ISO between a D300 & a D90, but you can compare sample images from the two here;
