Any dSLR camera will work.

It is your skills using the camera that will make the difference.

The D90 is a more advanced camera than the D3100 and will give you more options when it comes to buying used, legacy lenses.

What are you using now? Why do yo want to change bodies at this time?

A Nikon D40 or older D100 will do everything you need when shooting portraits of babies.

Switching from D40x to D90 will have less impact on taking better pictures. The shortfall of D40x can be corrected digitally using softwares like Photoshop, etc. But with D90, you can do more but not necessarily better. As fhotoace mentioned, photography is a skill and not something you can buy from store. Some semi-pro actually loves the D40x. You just might want to consider getting a better lens. Do you have a prime lens? Because that is the best lens for portraits.

I would not even consider buying another camera, it really won't make that much of a difference, what you should do instead is take the money you would have spent on the d90 and put into a better off camera flash, and some good prime lenses, I personally like the sigma 50mm 1.4 and Sigma 85mm 1.4 Both of these are amazing lenses and cheaper than the nikon alternatives, except for the 50mm. It's not so much the camera body that will make your pictures pop but the lenses you use with the proper flash set up that will allow you to take better baby pictures.
