Which lenses are the best to get when buying a Nikon D90?
I'm looking for something that's great quality, yet not too expensive… Any suggestions?
Really the best lens is not inexpensive. I would suggest you step up and buy the 18-200 mm VR over the "kit" 18-105 mm.
With the cost of a D90 dropping with the introduction of the new D7000, you may find that the 18-200 mm falls into your budget
If you are just starting out in photography and want a general purpose lens, the kit lens normally provided as part of the package will be a good choice. The kit lens 18 - 105 mm has a reasonably wide zoom range and also has VR (vibration resistance).
You can see the great images it can capture on the D90 in the link below:

As fhtoace suggested, the 18-200mm lens. I rarely take this lens off of my D90 in place of another.
The kit lens is enough for most shooting conditions you will encounter. There's no best all-around lens. There are lenses that are better fit for certain conditions only. Focal length will more-or less dictate the use of the lens.
Nikon's 17-55 or 24-70 are great quality lenses and not too expensive for what you get.
The best one is going with the kit lens 18-105mm really versatile
