Out of those two cameras, the D3100 is better. The D3100 is more comparable to the T2i, not the T1i.
If you want to do video, go with the D3100 as it is the only sub-$1000 camera to have autofocus while shooting. As for the picture quality, they use the latest and greatest sensors for that price range. Canon has yet to release the new generation of video-taking, DSLR cameras.
