The cheapest one that STILL has amazing flash quality is the Nikon SB-400. Yes it works great for the Nikon D3000. There are cheaper flashes that are $10-$30. Please don't waste your time with those. A friend of mine bought one and it was such a waste of money. The flash was horrible and it seemed to give the pictures a bluish tint to it.
Out of all the Nikon flashes though, the sb-400 is definitely the way to go! Check it out on Amazon.com. They only have about 8 of them left in stock so buy it soon before they run out

Nikon SB-400 AF Speedlight Flash unit is a compact entry level unit which is compatible with i-TTL flash operation. This flash unit can't be used in the remote mode necessary for the Nikon Creative Lighting System.
The SB-400 flash can significantly enhance images and give brighter and more natural lighting where there's insufficient ambient lighting.
The SB-400 flash can't be used with cameras not compatible with the Nikon Creative Lighting System. The SB-400 is not compatible with Advanced Wireless Lighting.
