What is a close to same comparison to the nikon d3100 without video?

I'm not interested in video at all just want to learn photography would like something just as good as the d 3100.

Unfortunately in the past few years All dSLR's have a been made with some kind of video feature.

Just buy the fine Nikon D3100 and don't use the feature. That is what I do with my D300s and D3s

There's NO reason to throw the baby out with the bath water so to speak
