What camera settings do I use to take similar pictures like this?

I really like how washed out it makes peoples face, and how dark the background is. I have a D3000 Nikon camera, what setting do I need for it? I have photoshop too, if that's what this is.

It's really just a spot directed halogen light, (note the shadow), used with a slightly longer exposure.

Those photos are pretty straight forward, taken with an on-board flash.
As you learn to use your camera, these things will become more evident.
Unlike P&S cameras, there a NO "settings" you pick using a "dSLR".It is a fully adjustable cameras and the images it produces, depends upon your skills as a photographer. MOST photographers take at least one class in photography to learn the fundamentals.
Converting an RGB image file to black and white is done in Photoshop this way.
File > Image > Adjustments > Hue/Saturation. Set the saturation to -100.
File > Image > Adjustments > Levels. Set the black threshold, white threshold and adjust the mid-tone slider to make critical adjustments.

Auto or portrait. She just used her fill in flash. Try taking it in a room with a lot of light and a room that's dim and a room that's really dark to see if that helps.
she also wore a lot of make up so the light really reflected off of it making it looked washed out.
foundation, especially liquid or cream foundation will really make a person's face look like that in a photograph.
