Nikon d80 lens suggestions?

I currently have a NIKON 28-100 3.5-5.6 lens on my d80. Because of cropping on a digital I'm having to back far away to take pics I used to take with ease. Also when I take evening pictures the shutter takes too long causing blur unless I use a tripod or an inanimate object. I'm looking for:
1. Lens that would take great landscapes. 18-75?
2. Would not require flash or tripod to take sunset, night cityscape photos. VR?
3. Under $300
I also have a 100-300 lens, so I'm not looking for telefoto.

The great landscape lens is the 10-24 mm lens, but costs more than $300, for sure
The18-55 mm lens will provide you with a decent landscape lens until you can get your budget in line to buy the wider lens.
Slow shutter speeds can be corrected by increasing the ISO on your D80 until you get the shutter speed high enough to prevent camera movement from causing blur.
If you think about it, a flash will have NO effect when shooting sunsets or cityscape's (inverse square law when it comes to using artificial light)
If you are shooting in low light at shutter speeds under 1/250th second, you will want to use a tripod, especially when shooting night cityscape's were it is not unusual to be using shutter speeds of 10 to 30 seconds.
