Whatever camera you buy, you'll get the same picture. That's because picture quality depends on your skill as a photographer. The camera is only a tool. Between the two, the D7200 is a better tool compared to the D3200.

Which is better, a $700 camera or a $1200 one? That is a self answering question.

But what makes the $1200 D7200 the better camera? That is a more thoughtful question. The first thing that comes to mind is that the D7200 is weather sealed, the D3200 not. Then other things like the greater ISO capability, 14 bit lossless compression, many more focus points (51 vs. 11), slightly larger screen size, faster shutter speed, more scene modes, higher continuous mode rate, and others. All these things add up to a more flexible and expensive camera.

Technically D7200 is better than D3200. In real life, the difference in photographs is so minimal that it is hard to tell the camera by looking at the photographs clicked on it. After all, it is the photographers who create photographs.

Pentax K-70 - it does everything the D7200 can do, but isn't much more expensive than the D3200.

They're both good cameras but you're comparing an entry level camera body (D3200) with a more sophisticated, much more expensive high end camera body (D7200). Not an easy or fair comparison. A BETTER question would indicated which would be a "better" camera for a beginner or for an experienced photographer.
