Nikon D5100 Shutter Stall?

I was taking some night photos today with my camera mode on no flash and manual focus. My lens seems as though it is stalling. Is this normal? I have this camera since June and its lens has been like this since day 1.Is my camera defected?

Your lens is stalling? That does not make any sense.

What exactly is your lens doing

Are you sure you're just not setting it right? Your shutter needs a certain extent of light in order for it to… "not stall" if that makes sense.
I suggest brushing up on your camera and your settings?

If the lens can't focus (it needs light to do that), switch to manual focus mode and focus on your subject manually.
With your camera on a tripod, use the aperture priority mode and press the shutter release. Whatever the exposure is, that is how long the shutter will stay open. This could be up to 30 seconds depending upon how much light there's.
Once you get an exposure, you can adjust the shutter speed to get better colour saturation based upon that you see when using the auto exposure settings. You can read what those settings actually are and then make adjustments to get the correct exposure
