Your camera is capable of letting you choose every setting you want

read your manual on how to do it, it is called shutter priority, or Manual mode

If you don't know how to set the shutter speed, then you DON'T know that camera very well…

Put the Mode Dial to 'S' for Shutter Priority, and choose your shutter speed. This allows up to 30 seconds.

If you want longer than that, then put the Mode Dial to 'M' for Manual Mode, and scroll down past the 30", and you will see a setting called 'Bulb' and this will allow the shutter to stay open for as long as you hold the shutter button down.

All the "tips" are in the user manual.

You have choices from 30 seconds to 1/4000th second.

Usually the shutter speed you choose has more to do with the lighting and ISO you have to choose than anything else

I'm a 2 year owner of a D3000 and the only way to change the shutter speed on it is to adjust the ISO levels on your camera (lighting). If the lighting in a room is quite dark, you can expect a slow shutter speed. If you are looking for a fast shutter speed adjust the ISO to 1600.
