It's more a matter of range. If you're looking for a general purpose telezoom the 55-200 will be fine. If you're interested in (wild)animals or birds then the 100mm extra reach of the 55-300 will be very welcome

The 55-300 mm of course gives you longer reach, so if you need that, you need the 55-300 mm lens.

As far as performance, the 55-200 has less chromatic aberration than the 55-300 mm lens.

This one factor can be enhanced if you use Lightroom 3 and choose to enable the profile corrections under Lens Corrections. Lightroom used the embedded EXIF data to make corrections based upon the camera and lens automatically, but you have to tell Lightroom 3 you want that for every group of images you import to the program for processing.

In practice, lab results usually do not reflect a lenses performance under "real life" shooting conditions, since how the final image looks is based more on the lighting and shooting skills of the photographer.

If you can visit a camera store with your D3100 and try both lenses on your camera, you will know which you really need.

Auto-focus of the Nikon AF-S lenses is superb. It focuses fast and accurately.
