When I take photos on manual mode, like for example running water… To get that soft look… They always seem to come out blue-ish! My photography teacher doesn't know why either! If anyone knows why please help!

Are you taking it during the evening when its getting dark? Or it could be your white balance. Leave it on auto and fix it later with software (if you're shooting in RAW). I suggest using shutter priority mode if you want to take pictures of running water. Its much easier that way.

When you're on the manual mode
press the menu button in the left of the screen.
then click White balance

these options are gonna show: some gives you a really cold(blue) tint and some gives you a really warm tint… Just experiment on those. I personally use shade, it gives a really warm feel.

incandescent
flourescent
direct sunlight

cloudy
shade

that's really the problem, the white balance. You gotta change it.

You need to change the setting on your white balance in the camera. It is reading the light and colors of what you are shooting and "thinking" the colors are too warm and it needs to add blue to counterbalance.
Check your white balance (WB) setting. You can place it on auto, or flash.
