Since you are a beginner, you will want to buy a flash that can use the TTL feature.

With it, the camera automatically shuts off the flash when there has been enough exposure.

If whatever flash you choose is fully manual, then you will have to learn how to manually calculate the correct lens aperture based upon the guide number of your flash and the power output you choose

I'm buying a flash for my camera and I saw this cool and relatively cheap macro ring flash that seems to be pretty cool. I wanna use if in my nikon d3200. I'm just a beginner in photography and don't have much money to spend in accessories. Comments and suggestions will be highly appreciated.

A macro ring flash (even a good one) could be useful if you are doing lots and lots of macro. And you are either not doing other stuff with a flash, or you have enough money for another, general purpose bounce flash.
Since you do not have money to burn, don't burn it on a macro ring or on junk. A good general purpose flash like a Nikon SB700 should serve you well for years, be good for many indoor shots, and it can also be useful for macro.

If you are willing to learn how to use it, one of the best flashes ever is the vivitar 285Hv, which is still being made after something like 20 years, and can be had brand new for $90. It is not a TTL flash, so it takes some practice and learning how to use it properly, but so does TTL (they don't tell you that when you buy one).
