Is the Nikon D3000 nicer than the Nikon D60?

The D3000 is newer then the D60. Both are fine cameras, however.
the D60 was replaced by the D5000, so they are basically two different tiers of cameras.

The D3000 has more white balance options, mainly the ability to fine tune any white balance.

The D3000 is newer but they are basically almost the same. Both don't have built in auto focus motors, something you may or may not need later.
