I have Nikon D7000 with 15-108mm lens. I want to purchase a new zoom lens for my Nikon D7000… I have two lenses in my mind… Nikon 18-200mm VR II and Nikon 28-300 mm lens…
is 28-300mm lens compatible to Nikon D7000… Which lens is better… 18-200mm or 28-300mm… In term of sharp images, image quality in low light?

Yes, of course.
It is an AF-S lens and All AF, AF-I and AF-S lenses are totally compatible with your amazing D7000
The 28-300 mm is actually the lens that gives the same coverage on a full frame dSLR as the AF-S DX does for cropped sensor cameras like yours
Low light?
I would think you would know that when shooting in low light, while your camera performs well at high ISO's, you really need a lens like the 70-200 mm f/2.8 or prime lens like a 300 mm f/2.8
