I can't access SELF PICTURE CONTROL on my Nikon d3100 due to current settings?

Are you asking how to use the self-timer?
My guess is that you have your camera in program or some auto mode.
Put it in the manual mode, pre-focus the lens to where you will be when you photography yourself.
In the manual mode you will have to use the cameras light meter to pick the correct exposure.
Many people who do a lot of self-portraiture, buy a remote shutter release and use it.
You can find one that will work with your camera costs less than $20.
First, you have to configure the self timer mode. Access the CSM menu by pressing the menu button, and select the time (2 seconds, 10 seconds).
Then, in the upper left part of your camera, move the slider to the clock (self timer) icon to activate it. This icon must appear in the screen.
This should be enough, and it works in every exposure mode.
