Does the Nikon D3100 Have a TV Out?

I have been trying to find out this question for So LONG, i know Nikon D3100 Has a TV out Area, But i mean, Does this area support External TV Use? For example, Can i plug it into a TV and be able to see what my camera see's when i'm filming? This is a very important question, Thank you.

Your manual explains that the TV interface is for playback only. See page 126.
