No, D90 is the first DSLR that shoot video, was like the main reason why all DSLR now days has video record. However D90 video is very lagging, 720 and 24fps doesn't gave smooth video, and Nikon didn't release any update to fix the D90 video problem.

60D would do much better video especially in 720p, since have 60fps and have flip screen plus the microphone jack.

D90 is a picture first camera, video is just nice add on but don't expect to do too much with it.

T3i is about same as 60D, but lighter and cost less, T3i is more making sense to purchased than 60d.

If you really want to shoot video, shoot with a video camera. There are still major bugs with DSLR video that include a 12 minute limit and overheating issues.
If you want a camera that happens to shoot video for the occasional clip, then the 60D is much improved since the D90.

D90 has more jelly effect, worse sound recording, less frame rate options. It's also 2 years older so it is understood.

60D, T2i, T3i all use the same sensor, so video will be identical (great).
