The equivalent models from both brands are around the same price. The lowest tier currently available models (some have been discontinued but you can still find them new for sale) from all the major companies:

Nikon 3000 or 3100
Canon EOS Rebel XS, XSi or T3
Sony a33, a35 or a390
Pentax k-x or k-r

Btw if you want to save a lot of money on lenses, go with Sony or Pentax. You can get Minolta AF lenses that fit right on Sony cameras for much less than new Sony lenses. You can also use any Pentax lens ever made on a Pentax.

You could've answered the cost question yourself by looking on Canon's and Nikon's websites. In general, Nikon gear is more expensive. The Rebel T3 & Nikon D3100 are two good entry-level DSLRs.

Your Options are:
Nikon D3100
Canon 1100D
Now these are the best entry level DSLRs around. The image quality is almost the same but the nikon has slightly better image quality n distinguishes colors a bit better too. But nothing you will notice much. The nikon also has a self cleaning sensor for removing dust wich the canon lacks. The nikon D3100 has better video features as well. It can shoot at full HD 1080p as well as 24p while the canon has only 720p. But the thing is the Nikon lacks an in built focus motor. So you need To get an AF lens wich are costlier. The nikon gear will cost you more.
The canon Has an in built focus motor so you can fit cheap canon lenses in it.
So it depends on what you want… Both are great cameras.whatever you choose… You won't regret. If you don't mind spending the extra cash go for the D3100.
Choose well!
