I Want A Slr Camera, Either Nikon Or Canon What Is The Cheapest One? My budget Is Nomore Than $280.
The cheapest you will spend to get a DSLR camera + lens + memory card, is around $550-600 (including tax and everything). Those two would be the Nikon D3000 and Canon Rebel Xs- their upgrades being the Canon T3 and Nikon D3100
if you meant film SLR camera, you can find them in ads, craigslist, ebay, and in classifieds. Look at any of the Nikon F series cameras and the later canon cameras that use the EOS mount. They are within your budget.

Your budget is way too small, even if you are willing to buy a used dSLR with lens
On the other hand, if you really did mean a 35 mm SLR, you can find good used Nikon and Canon 35 mm SLR cameras with standard lens for under $150 on craigslist
With that budget you can get a refurbished/used Canon EOS Rebel XT. New ones will set you back by at least $500 without kit lens. I think it is better for you to buy prosumer cameras like Powershot SX130, Nikon Coolpix L120 which have good zoom, picture quality etc. Check these out! Why invest double your budget on an SLR or buy old refurbished ones? Reading reviews I think Nikon Coolpix L120 is the best for you.
