Added (1). My budget doesn't matter, i just want a camera set for a beginner.c
Well you first really need to establish your budget because cameras can get very expensive. Also I do not know of any camera that comes with a fisheye lens. That is something you will have to purchase separately.
For a beginner, I would recommend any of the following:
Canon 1000D
Nikon D3100
Pentax Kx or Kr
Olympus E-420 or E-620
Sony A500
All of these can be found for under $600 if you look around. The Kx and E-420 are discontinued but can be easily found and provide a great value. A decent fish eye lens can get expensive but there are cheap conversion kits that can be found for $100. The quality is debatable.

The best camera is a Hasselblad. It can cost as high as $43, 000 or more. That comes as no surprise as it is the industry standard.
If you have no budget, you can't have a camera. Work hard and save. Come back when you think you have enough.
The cheapest fisheye cameras are film toy cameras. They are inconsistent and in my opinion a total waste of money.
The obvious answer is that you must first define what kind of photography you want to do. With that you'll get all kinds of specific equipment suggestions. But for a true beginner, any point and shoot will do - provided you learn how the camera performs the most basic operations. If you learn how to manipulate sensitivity, aperture and speed manually to take quality photos on the cheapest camera, that critical knowledge will carry forward equally well into the most expensive professional gear. For instance, I most commonly use my $6000 camera in ways very similar to how I used my 1965 Pentax.
I know of no camera that comes with a fisheye lens. As others have said, you need to price that lens separately. And if you're going to get a separate lens, you want to work with a DSLR. Nikon and Canon both offer entry-level DSLRs that are very good quality and still relatively inexpensive.
You must get a lens that matches the camera mount. However, you can use most Nikon mount lenses in almost all Nikon DSLRs. I have some Nikon mount lenses that are more than 20 years old, and still work fine.
If you truly have a tiny budget, look for someone's four year old, rarely used camera and lens, to see how you feel with it. Even with a straightforward 50mm lens, for instance, you can experiment with shooting in various modes to see where you really want to take this. That's when you should make the expensive decisions about equipment.
Well if you don't have a budget I Really suggest the Canon 60d. It has crystal clear resolution and 18 megapixels. It's a DSLR but it's easy to learn how to use. Just look it up on eHow or look at a manual. If you wanna get really good take a class in school or in a program.

Canon EOS Rebel T3i is my first SLR cam, I was planning to buy the T2i after so many researches, but when I saw that t3i was released, I went for it, and I know I have done the right choise. The moving LCD screen is so useful, and the Auro mode is very smart that can be close to manual settings. I recommend it for new Photographer as its very easy to deal with. I can say without hesitation that it was well worth the money. Especially for a beginner like me, the T3i is a great camera.
