At a guess, some of the more advanced options are blocked if you aren't, on M, A, or S modes.

Crazy, because people who know how to use such modes would never waste money on a Nikon 1.

It will surely tell you in the instruction manual.

I have the V1. Contrary to some of the "expert opinion" answers here - the Nikon V series are really great cameras - and if they knew what they were talking about - would realize that some of the features of the V1 exceed all but the best DSLRs (fast focusing, focus point and accuracy, shutter lag, etc).

But back to the V1. Some options are not available in some situations. If you are in auto or scene mode, then many of the options are blacked out.

Also if you chose the manual shutter rather than the electronic shutter, then other options will be blacked out, and so on.

In the manual, starting on page 173, there's a compatibility guide that tells which options are available in which mode. You have to download the full manual (either from the CD or from Nikon), not that whimpy 20 page quick guide they give you.
