Why can't I set picture control on my Nikon d3100?

So, I'm trying to set the picture control on my Nikon d3100 but whenever I try and go to it it says that it is not avaliable with my current settings. What do my settings need to be on to be able to set the picture control?

You need to be out of auto mode.

Now stop being lazy and read the instructions that came with your camera.

Have you tried taking it off "Auto"? Also, the manual has all the answers you need.
