Selections on Telephoto lens for Nikon D3200?

I have Nikon D3200 with the kit lens 18-55mm.

I'm planning to buy a Telephoto Zoom Lens.

I went through two lens, AF 70-300 (Rs.6K) and AF-S 55-200mm(Rs.7.5K). I have money constraint. I need to buy a lens around 8K.

I have few doubts, does both have VR?

Which is a good lens for taking experimental photos/videos.

100mm difference will make higher difference?

Can we manage AF 70-300mm without the Autofocus, Do we get good pictures without blur?

The 70-300 will work for both FX and DX formats, while the 55-200 is for DX only. Nikon makes both lenses with and without VR.
Which one is good for experimental photos? Neither one is better than the other unless you have some specific examples of "experimental" photography.
The extra 100mm will not make an improvement in overall image quality, however being that it's an FX lens and you're using a DX camera, your camera's sensor will be recording only the center portion of the image circle which is the sharpest part. However, with the 55-200, the image circle is much smaller and therefore you will see that the edges of the frame will be less sharp. Also, the extra 100mm will make your subjects 1.5x larger in the viewfinder and on a print.

Experimental in the sense, natural photos, Wildife photos, birds or some zoom pictures like small ants, etc…

Does this AF70-300mm have VR?

as AF 70-300mm comes without the Autofocus, Do we get good pictures without blur unless we need to focus it manually?
