How would I get a blur setting or take a photo similar?

Any specific camera / exposure settings?
I have a stock Nikon d3100

It looks like the foot was moving when the shot was taken. The right foot is in reasonable focus and you would expect the left foot to be about the same as it's in the same plane.
The background is less blurred so I'm sure the foot was moving slightly.
