How to take a picture like this? - 2

I have seen pictures like this a lot but I really like this one.

I'm just wondering how to get that effect. I do know that I need to turn the shutter speed down but I'm not quite sure how to get the exact effect. I have a Nikon d5100 and a Lumix ft10. I'm 100% sure I can change the shutter speed on the Nikon and I can also set it to 'bulb' setting.

So how do I achieve that exact effect? Step by Step instructions would be nice.

Set the shutter speed at something like 1 or 2 seconds. Put your camera on a tripod. Make sure the tripod is set up so that you can easily tilt the camera down - so you'll need to loosen off the tilt/pan handle a little. Take your shot, as soon as the flash goes off, tilt the camera down while the shutter is still open. You may have to experiment with the speed you tilt the camera. You may also need to experiment with the aperture setting, because it will depend on how much light the record deck is emitting.
