How to know if I'm getting a good camera?
The camera i'm looking at right now is a Nikon D3200 24.2 MP CMOS Digital SLR with 18-55mm f/3.5-5.6 AF-S DX VR NIKKOR Zoom Lens, is this a good one? Any suggestions as to other good cameras that stay around 600 dollars if not less?
Actually the Nikon D3200 is an amazing camera
What you need to do is learn how to use it.
EDIT: You can always do some independent research.

So where have you been? Living in a tree? Nikon and Canon dslr cameras are the best consumer cameras in the world?
Nikon D3200 is a excellent camera, features newly developed CMOS sensor and better core specification.
It's a dSLR, the best type of camera. If you know photography, you can take full advantage of this camera which offers you all the controls needed to create a picture. If not, you may find yourself unsatisfied by using it in Auto mode all the time.
