Nikon D60 lens, what does VR mean?

There's a 18-55mm II Lens, or a 18-55mm VR Lens, what does VR mean and which is better?

VR means vibration reduction. This feature is worth it's weight in gold. You can reduce your shutter speed by up to four stops before getting blur due to camera shake.

The VR version of this lens is unquestionably better. I shoot Nikon and have this exact lens.

As already stated, it means Vibration Reduction. Zoom lenses are made of several lens groups where each group is consists of one or more lenses. One of the group is connected to a motor so that it moves in all directions. The lens has a motion sensor so that when it senses it moving, it moves a lens group in the opposite direction cancelling the movement. As a result, hand shakes are often eliminated or minimized.

Keep in mind though, if the subject moves, VR won't do anything. It only helps if your lens/camera moves.

It usually allows you to create a shake free (or reduced shake) images at slower shutter speeds. It is certainly beneficial.
